An important note about the timing of assessments

The IRS is significantly delaying the processing of annual tax returns for non-profit organizations (Forms 990). As a result, Heifer International's degree of financial, transparency and accountability is out of date and the overall rating may not be representative of its current performance. Please check directly with the charity with any questions you may have.

The program expense ratio is determined by program expenses divided by total expenses (average of the three most recent 990s).

This metric reflects the percentage of its total expenditures that a charity spends on the programs and services it offers. Dividing the charity's average program costs by its average total operating costs results in this percentage. We calculate the charity's average costs over the last three fiscal years.
